Private Fights in Public

It is difficult to know if/when to get involved in Private Arguments/ Fights in somewhere the size of London. It is hard to know when to think that enough is enough and put a stop to the behaviour.
There was an interesting ocassion the other day as I was leaving an East London tube station as a scruffy looking chap ran towards the station where I was, but on the other side of the hand rail. A lady followed shouting at him to run and getaway while you can. At the same time a few Underground workers were being sworn at by this lady who seemed intent on letting this scruffy hippy escape. He reached down the back of his pants as if reaching for a gun, and I was completely helpless. I thought here I go. This guy is going to pull out a gun and start firing. It ends up that he didn't have a gun, but got completely outnumbered by the Underground Workers.
When do you decide whether to stop watching nd actually stick up for someone who is getting a tough time. Obviously this guy had done something wrong, but when a female is being yelled at by her male partner and you can see she is getting distressed, in a public area, do you tell him to take it easy?
