Does Showing Clevage Mean High or Low Self Esteem

I was on sitting on the train coming home today when a female got onboard wearing a rather revealing top which showed everyone on the train her assets. These happened to be quite big assets, but it left me thinking, is this a sign of high or low self esteem.
Does this female not have an inherent self belief in other parts of her being which means that she must flash her pompoms to every Tom, Dick and Harry on the train? If she had other ways of getting guys attention like a great personality or charming sense of humour, surely the low cut top would not be required. She must have a complex about the rest of her or based on past experiences which show that the only way she can get people to notice her is by showing her barely covered body.
On the other hand she may have high self esteem which dictates that she has no worry showing off her puppies because she knows that people want to see quality.
I guess the conclusion is that whatever makes the commuter trip more bearable works. It doesn't matter what this females self esteem is like. Although there may be some underlying issues in the life of this girl is it up to us to question them?
